It is mandatory under the Motor Vehicles Act, 1988 for all vehicles — two-wheelers, cars, SUVs, and commercial vehicles — to be registered and to carry a valid RC at all times.
Any time you need to change, update, or request a new RC document — whether due to a sale, relocation, loan, or loss — you must pay a prescribed government fee. These fees are collected by the RTO and are set by the Central Motor Vehicles Rules, 1989 under Rule 81. States may charge additional amounts to cover automation and technology costs, but they cannot charge more than the central ceiling.

3. RC Transfer of Ownership Charges (Used Vehicle Sale/Purchase)
When a vehicle is sold, the buyer must apply for transfer of ownership within 30 days (for vehicles in the same RTO jurisdiction) or within 45 days (for different RTO jurisdiction). Forms 29 and 30 are required. Late submission attracts monthly penalties.

4. Change of Address / Change of Residence in RC
If you relocate to a different RTO jurisdiction (within the same state or another state), you must update your address in the RC. This is done via Form 33 and is required to be completed within 30 days of moving. An NOC from the original RTO may be needed for inter-state transfers.

5. Hypothecation — Addition, Continuation & Termination Charges
Hypothecation is recorded on the RC when you finance a vehicle through a bank or NBFC. When the loan is fully repaid, you must apply for hypothecation termination to get a clear RC without the lender's name. There is no separate fee for termination or cancellation — the fee is charged only at the time of addition or continuation.
