Delhi is rolling out a fully digital, time-bound traffic challan system that tightens enforcement considerably for city motorists. E-challans will be issued in the name of the registered vehicle owner, with a 45-day window to settle or contest the fine.

Delivery of the challans occurs in two ways

The challan is sent to the owner's registered mobile number within three days, with a physical notice following in 15 days. All records are maintained on a centralised digital portal, and authorities have advised motorists to keep their contact details up to date on their licence and vehicle documents.


The challans for the new system will be generated through a combination of traffic cameras, surveillance systems, and on-ground officials, making evasion significantly harder than under the previous system.

Challenging a Challan

Violators can no longer approach the court directly to dispute a fine. The new framework requires them to first follow the official grievance process through the digital portal. Challans can be contested online through the Parivahan portal within the 45-day window, at no additional cost.
If that challenge is rejected, a further 30-day window opens to pay or escalate to court. Court proceedings now carry a financial entry barrier: 50 per cent of the fine must be deposited upfront before the case is heard. Missing the 30-day window triggers a final 15-day grace period for payment before further action is initiated.

Repeat Offenders' Impact on Vehicle Services

Five or more violations within a year flag a driver as a 'serious offender' under the new rules. That classification can result in suspension or permanent cancellation of the driving licence, a sharp deterrent against habitual non-compliance. Authorities are also empowered to impound vehicles on a court order, adding a physical consequence beyond financial penalties alone. Non-payment freezes access to the Vahan portal entirely. The vehicle gets marked 'not to be transacted', blocking tax payments, registration requests, and all driving licence-related services until dues are cleared.
